The most stable oxidation states of elements with highest and lowest first ionisation enthalpies, respectively, are

Highest IE: Ge. Being the lightest of the listed Group 14 elements, the inert-pair effect is not yet significant, so its most stable oxidation state is (as in GeO, GeCl).
Lowest IE: In. Note that IE(In) IE(Tl), which looks anomalous but is well known: the poor screening by the intervening and electrons raises the effective nuclear charge on Tl and pushes its IE above that of In. The most stable oxidation state of In is (as in InO, InCl); the +1 state exists but is far less common than In(III).
Most stable oxidation states are (Ge) and (In), matching option (2).
