Solution

At the instant the switch is closed ( $t = 0^{+}$ ), inductors oppose any sudden change in current and behave as open circuits.

So the two branches that contain inductors carry no current. Only the purely resistive branch (single 9Ω resistor) draws current.

$I = \frac{V}{R} = \frac{9}{9} = 1$ A.
