Solution

Propanal has two -hydrogens on its -carbon. Formaldehyde (HCHO) has none. With excess HCHO under base, propanal undergoes successive crossed aldol condensations: each -H is replaced by a group, exhausting both -Hs and giving a intermediate.
Once no -H remains, the residual undergoes a crossed Cannizzaro with another HCHO: HCHO acts as the reductant (becoming ) and the substrate's is reduced to .
Net result: , i.e. the neopentyl-type triol shown in option (3).
This sequence is the classic Tollens (formose-type) reaction.
