$∙ - I$ : weak $- I$ effect only (no $- M$ ). Weakest of the four.

$∙ - COOH$ : moderate $- I$ and $- M$ .

$∙ - CN$ : strong $- I$ and $- M$ , slightly stronger than $- COOH$ .

$∙ - N O_{2}$ : strongest $- I$ and $- M$ among the four; classic strongest neutral electron-withdrawing group.

Hence increasing order: $- I < - COOH < - CN < - N O_{2}$ , i.e. $d < b < a < c$ .
