Solution

To place the OH at the terminal carbon (anti-Markovnikov), use hydroboration-oxidation: BH $_{3}$ then H $_{2}$ O $_{2}$ /OH $^{-}$ . The resulting primary alcohol is then oxidised to the aldehyde with PCC (mild oxidant that stops at -CHO).
