Solution

Succinyl-CoA $\to$ Succinate is a substrate-level phosphorylation step (catalysed by succinyl-CoA synthetase) that produces GTP/ATP and does not involve oxidation of the substrate. The other three steps are oxidations producing NADH or FADH $_{2}$ .
