Aliphatic amines are more basic than aromatic amines because in aniline-type compounds the lone pair on nitrogen is delocalised into the benzene ring, making it less available for protonation.
Among the aliphatic amines, dimethylamine, with two electron-donating methyl groups, is more basic than methylamine with only one, so E > D.
Among the substituted anilines, an electron-donating group at the para position (B) leaves it more basic than unsubstituted aniline (A), while a strongly electron-withdrawing group at the para position (C) pulls electron density away from nitrogen by resonance, drastically lowering basicity and making it the least basic of the set.
Combining these trends: E > D > B > A > C.
