Solution

At the instant the switch closes, the capacitor is uncharged. An uncharged capacitor behaves like a short circuit (zero potential drop across it).

So the resistor sees the full battery emf, the current is at its maximum value, the charge is at its minimum, and the potential difference across the plates is at its minimum.

This makes B, C, D true and A false.
