Solution

A disaccharide is reducing if at least one of its monosaccharide units retains a free hemiacetal (anomeric ) capable of opening to give an aldehyde.

In maltose (two glucose units joined by an - glycosidic bond), the right-hand glucose still has a free anomeric . So maltose is reducing. Statement I (which claims it is non-reducing) is false.

In lactose (galactose---glucose), the glucose unit retains a free hemiacetal . So lactose is reducing. Statement II is true.
