$- NO_{2}$ is a strong electron-withdrawing group (both $- I$ and $- M$ effects).

Towards electrophilic substitution it withdraws electron density and destabilises the cationic intermediate — it deactivates the ring (B is correct).

Towards nucleophilic substitution it stabilises the anionic Meisenheimer-type intermediate by delocalising the negative charge — it activates the ring (C is correct).

$∴$ B and C only.
