Choose the longest chain containing the principal functional group (-OH). It has six carbons, so the parent is hexanol.

Numbering should give -OH the lowest possible locant. Starting from the Br end: C1 = CHBr, C2 = CH, C3 = CH(OH), C4 = CH(CH), C5 = CH(Cl), C6 = CH. The -OH gets locant 3.

Substituents in alphabetical order: 1-bromo, 5-chloro, 4-methyl on hexan-3-ol.

IUPAC name: 1-bromo-5-chloro-4-methylhexan-3-ol.
