With HBr, the alcohol is protonated and loses water to form a secondary carbocation at C2. A 1,2-hydride shift from the adjacent C3 (which bears the methyl branch) converts this into a more stable tertiary carbocation at C3.

Bromide then attacks the tertiary cation to give 2-bromo-2-methylbutane.
