The two inputs are inverted and then fed into a NAND gate, giving $Y = \overline{\overset{ˉ}{A} \cdot \overset{ˉ}{B}}$ .

By De Morgan's law: $Y = \overline{\overset{ˉ}{A} \cdot \overset{ˉ}{B}} = A + B$ , which is the OR operation.

OR truth table: $Y = 0$ only when both inputs are $0$ , $Y = 1$ otherwise.
